Frank was born and raised in Washington, NC where he attended public schools. He attended A&T College (NC A&T State University) and received a Bachelor of Science Degree in Vocational Agriculture and Adult Education. He did further graduate study at Cornell University, and North Carolina State University to enhance his work with agriculture. He was the first black Agricultural Extension Agent in Richmond County and stayed there for 5 years.

He served in the United States Army as a 2nd Lieutenant, Corps of Engineers as Asiatic-Pacific Theater Construction Supervisor building roads, landing strips and military housing for which he was awarded the highest non-combat decoration, the Army Legion of Merit. He helped with the building of the Burma Road in India

Frank has been a resident of Nash County since 1951 when he came to serve the county as the first black Agricultural Extension Agent where he focused on Community Resources Development, and in this job some of his responsibilities and accomplishments include:

• Solid Waste Control Program.

• Helped develop 20 subdivisions for low income families.

• Helped organize and maintain 15 community organizations.

• Organized twelve 4-H Clubs and a yearly parade for 4 years.

• Helped increase cucumbers profit from $750.00 to 1 million dollars over a 4 year period.

Frank retired from Nash County in 1973. He later joined the staff at Nash Technical College (Nash Community College) as Coordinator for Human Resource Development Program. Later he served as Literacy Education Recruiter, the Program Coordinator for Job Readiness Program and as a recruiter for the GED Program. He also worked at Nash General Hospital in the Public Relations Department.

Service is something that Frank has done a great deal of. He really enjoyed civic and community work. He has served on several boards including Board of Trustees, Nash Rocky-Mount Mental Health Association, Chair Nash County Migrant Council, Nashville Habitat for Humanity, Nash General Hospital, Vice-Chair and Chair of the Nash County Democratic Party, Nash Technical College Board of Trustees, Red Cross Board of Directors and Chairman of the Telamon Corporation Governing Board. Telamon Corporation serves impoverished people in 11 states to meet their most pressing needs. He has been an active member of several community organizations including Nash Arts Council, Lions Club, Optimist Club, Nashville Chamber of Commerce, cofounder of the Boys & Girls Club, Nashville Unit, Willing Workers Club and a deacon at Mount Vernon Baptist Church. He was in the 17th year as Councilman for the Town of Nashville.

He enjoyed traveling, boating and fishing. He had a great sense of humor, during a conversation with him he always said something to make you laugh. He was well known all over the state and many parts of the country and never met a stranger. Before he finished talking with someone he had just met he would talk until he knew someone they knew.

He is survived by his wife, Jacquelyn Jeffers Wright, his daughter Arnette Wright Hedgepeth and her husband Phil of Nashville; son Rev. William F. Wright Jr. and his wife Narcissus of Greensboro, NC; daughter Diane Covington and her husband George of Durham, NC, step-daughter, Leslie L. Brown and her husband Emanuel of Charlotte, NC and step-daughter Lynelle L. Lassiter and her husband Hans of Sanford, NC. He has eleven grandchildren, eleven great-grand children, and many cousins and friends.

The Viewing will be held Saturday, November 29 at Union Hill Baptist Church, 1104 Taylor Store Road, Nashville, NC at 12:00 p.m. The funeral will be held immediately following the viewing beginning at 1:00 p.m. Burial at Forest Hill Cemetery, Nashville, NC. An additional visitation will be held at Richardson's Funeral Home in Nashville Friday, November 28 from 3-8 p.m.
